chugger, n. Brit. |ˈtʃʌgə|, U.S. |ˈtʃəgər| [‹ chug v. + -er suffix1.] 1. N. Amer. Angling. a. A person who uses underwater sounds to drive or lure fish, esp. when ice fishing. Cf. chug v. Additions rare.
