Town Planning (originally and chiefly North American).
transitive. To reclassify (an area, property, etc.) to a lower and typically more restrictive zone, e.g. from commercial to residential, or from multiple- to single-family use; (also) to cause (an area, property, etc.) to be reclassified in this way. Also intransitive.
