Etymology: < Kaiser n. + Bill, pet form of the male forename William (compare billy n.2), after the names of Kaiser Wilhelm I (1797–1888), emperor of Germany 1871–88, and Kaiser Wilhelm II (see Kaiser Wilhelm moustache n.).
A nickname for: Wilhelm I, emperor of Germany (1871–88), or (usually) Wilhelm II, emperor of Germany (1888–1918). Now historical.Frequently with reference to the First World War (1914–18), during which Wilhelm II became the principal target of anti-German sentiment in Britain, and which ended with his dethronement and the dissolution of the German Empire.
