(a) An assembly for the performance of State business; (b) a right to be heard, precedence of speech or authority.In sense (b) with allusion to Mark 9:7, in which the prophets Moses and Elijah appear to Jesus and a group of disciples: ‘And there was a cloud that ouershadowed them: and a voyce came out of the cloud, saying, This is my beloued Sonne: heare him’ (King James Bible).
