Etymology: < Old Russian, Russian oblast′ territorial or administrative unit of state or church (1058) < Old Church Slavonic oblastĭ power, empire (see note) < ob- , prefix (cognate with classical Latin ob (see ob- prefix) and ancient Greek ἐπί , ἔπι : see epi- prefix) + vlastĭ power, rule (Old Russian, Russian vlast′, also in sense ‘oblast, state or region under the power of a single ruler’, 1206).In Old Russian, the form oblast′ (borrowed from Old Church Slavonic) existed alongside the inherited form obolost′ < ob- + volost′ territory, state, power (in modern Russian a rural area: see volost n.), cognate with wield v. The plural form oblasti is after the Russian plural form.
In Russia: a province or region; a major administrative division of the Soviet Union and some other countries formerly part of the Soviet Union; spec. an autonomous one giving a measure of self-government to a medium-sized ethnic group (below the level of a republic or autonomous republic, but above that of an okrug). Cf. kray n., okrug n.
