The plural form oblasti is after the Russian plural form.

In Russia: a province or region; a major administrative division of the Soviet Union and some other countries formerly part of the Soviet Union; spec. an autonomous one giving a measure of self-government to a medium-sized ethnic group (below the level of a republic or autonomous republic, but above that of an okrug).
