Etymology: < Anglo-Norman pardoner (14th cent. or earlier) < pardon pardon n.1 + -er -er suffix2. Compare post-classical Latin frater perdonarius mendicant friar licensed to grant pardons (1362 in a British source), Middle French pardonneur (15th cent.), pardonnaire (1542 in Rabelais).Apparently attested earlier in surnames: Walter le Pardoner (1312) and Ric. Pardoner (1353), although it is unclear whether these are to be interpreted as Middle English or Anglo-Norman.
