Etymology: Partly < top v.1 + -er suffix1, and partly < top n.1 + -er suffix1.The following earlier instance apparently shows a scribal error for top over tail at top n.1 and adj. I. A person who or thing which performs the action of topping someone or something (in various senses of top v.1).

a. A person who cuts off the top of something, esp. trees, bushes, weeds, etc. Also: an instrument or machine for doing this; spec. (a) a small pair of shears used to remove the snuff (snuff n.1 1a) from a candle (obsolete); (b) (Irish English colloquial) a pencil sharpener.
