Etymology: < the name of John Henry Whitley (1866–1935), British Liberal politician, chairman of a committee set up in 1916 to report on ‘the Relations of Employers and Employees’.

Used attributively to designate with reference to the recommendations of the Whitley Committee concerning good industrial relations, etc. Whitley Council n. a regular consultative meeting between employers and employees, of a kind proposed by the Whitley Committee.
