Roman Catholic Church (also with capital initials) the vicar general (vicar general n. 2a) of the diocese of Rome, acting as the pope's delegate in matters of jurisdiction, administration, etc., within the diocese.The position is usually but not always given to a cardinal (cardinal n. 1a).
