Born 1891 on the territory of the present-day Irkol Aul Soviet in Chiili Raion, Kzyl-Orda Ob-last, Kazakh SSR. Innovator in kolkhoz production and specialist in rice production. Twice Hero of Socialist Labor (1949, 1971). Member of the CPSU since 1946.

Zhakhaev became a field-team leader at the Kzyl-Tu kolkhoz (Chiili Raion) in 1940. His team’s average rice harvest for the years 1942 through 1967 came to between 80 and 92 centners per hectare (for a 20-hectare plot). In 1949 he aver-aged 171 centners per ha. He was a deputy to the second, third, and fourth convocations of the Supreme Soviet of the Kazakh SSR. In 1946 he received the State Prize of the USSR. His awards include four Orders of Lenin, the Order of the Red Banner of Labor, and many medals, including 11 (four gold) awarded by the All-Union Agricultural Exhibition and the Exhibition of the Achievements of the National Economy of the USSR.
