the first soviet region in China. The Hailufeng Revolutionary Base existed from late October 1927 to April 1928 in eastern Kwangtung Province, primarily in Haifeng and Lufeng districts. On Oct. 30, 1927, insurgent peasants, together with a detachment of participants in the Nach’ang Uprising of 1927 that had broken through to the area, captured Haifeng. On Nov. 7, 1927, a congress of soviets in Haifeng elected a government headed by P’eng Pai. Detachments of the Chinese Red Army were formed, and the landowners’ land was turned over to the peasants. Kuomintang troops, having moved to the offensive, took Haifeng on Feb. 20, 1928, and the Hailufeng Revolutionary Base went out of existence soon thereafter.
