Higher Communist Institute of Education

a scholarly and educational institution that trains scholarly workers and instructors in the pedagogical disciplines for higher educational institutions and trains officials for the system of public education. It was established in Moscow by a decree of the Sovnarkom (Council of People’s Commissars) of the RSFSR of Oct. 23, 1931. The term of study was three years. The institute admitted persons with at least seven years of membership in the ACP(Bolshevik) (five years for workers) who had a level of training equivalent to that of a higher educational institution (pedagogical higher educational institution or Communist higher educational institution) and experience in teaching or in cultural and educational work or executive work.

The Higher Communist Institute of Education worked out methodological and pedagogical problems and accepted dissertations for defense. It had four departments: pedagogy, pedagogical science, organization and planning, and polytechnical. It published scholarly works and derived general principles based on study of actual work experiences in education. In 1933 the Central Scientific Research Institute of Pedagogy was organized within the Higher Communist Institute of Education. In 1938 the institute was closed.
