Kennedy Report

the UK report of the Widening Participation Committee (full title: Learning Works, Widening Participation in Further Education, 1997) chaired by Helena Kennedy QC. The Committee was established in December 1994 by the Further Education Funding Council to advise on the identification of under-represented groups in the sector and how funding arrangements should be developed to facilitate WIDENING PARTICIPATION. The Report is significant in placing FURTHER EDUCATION at the centre of a national strategy to widen participation and build a LEARNING SOCIETY (compare LIFELONG LEARNING). A broad recommendation was the rejection of business-orientated approaches to education promoted under THATCHERISM and the implementation of strategic partnerships, i.e. alliances of local 'S takeholders’ to promote ‘social inclusion’. see also SOCIAL EXCLUSION.
