Ivan Petrovich Rumiantsev

Born January 1886 in Rybinsk; died Oct. 30, 1937. Soviet party figure. Member of the Communist Party from 1905.

The son of a worker, Rumiantsev was a worker himself. He participated in the Revolution of 1905–07. He subsequently conducted party work in Rybinsk and St. Petersburg. After the February Revolution of 1917, he was head of the administration of the patternmakers’ union in Petrograd. He was a participant in the October Revolution of 1917. In 1918 he conducted political work in the Red Army on the Eastern Front. In the period 1919–20 he was chairman of the Rybinsk district committee of the RCP(B), deputy secretary of the Yaroslavl provincial committee of the RCP(B), and chairman of the provincial executive committee. In 1921 he was chairman of the Terek military revolutionary committee and secretary of the oblast committee of the RCP(B). From 1922 to 1924 he was secretary of the Motovilikhinskii raion committee of the RCP(B) in Perm’. Between 1924 and 1926 he was secretary of the Perm’ and Sverdlovsk district party committees and second secretary of the Ural’sk oblast party committee. In the period 1927–28 he was secretary of the Vladimir provincial committee of the ACP(B). From 1929 to 1937 he was secretary of the Zapadnaia (Smolensk) oblast committee of the ACP(B).

Rumiantsev was a delegate to the Twelfth through Seventeenth Party Congresses. In 1923 he became a candidate member, and in 1924 a member of the ACP(B) Central Committee. Rumiantsev was awarded the Order of Lenin.
