Khalilov, Kurban Ali Ogly

Born Nov. 2 (15), 1906, in the village of Kehralan (now part of Ardebil), in Iranian Azerbaijan. Soviet state and party figure. Member of the CPSU since 1926.

The son of a worker, Khalilov took his first job—as a lathe operator—in Baku in 1923. In 1933 he graduated from the M. A. Azizbekov Azerbaijan Industrial Institute. From 1932 to 1935 and again in 1937 he was an engineer and shop superintendent at the S. M. Kirov Plant in Baku. In 1935 and 1936 he served in the Soviet Army.

Between 1937 and 1942, Khalilov was director of the Lieutenant Shmidt, S. M. Kirov, and F. E. Dzerzhinskii machine-building plants in Baku, and from 1942 to 1945 he served as secretary of the Baku city committee of the Communist Party (Bolshevik) of Azerbaijan. Between 1945 and 1955 he was deputy head of the Azneft’ (Azerbaijan Petroleum Industry) Association and the Aznefterazvedka (Azerbaijan Petroleum Geological Exploration) Association. In this period he was also head of a construction trust, deputy minister of sovkhozes, head of the construction administration of the Nakhichevan ASSR, and deputy minister of the construction materials industry in the Azerbaijan SSR. From 1955 to 1958, Khalilov served as deputy chairman of the Baku city executive committee and as minister of local industry of the Azerbaijan SSR. From 1958 to 1969 he was the republic’s minister of finance.

Khalilov was elected chairman of the Presidium of the Supreme Soviet of the Azerbaijan SSR in 1969 and deputy chairman of the Presidium of the Supreme Soviet of the USSR in 1970. He became a member of the Central Auditing Commission of the CPSU in 1971. He was a deputy to the eighth, ninth, and tenth convocations of the Supreme Soviet of the USSR.

Khalilov has been awarded four Orders of Lenin, the Order of the October Revolution, two other orders, and various medals.
