Lomov-Oppokov, Georgii

(party pseudonyms, Afanasii, Zhorzh; literary pseudonym, A. Lomov). Born Jan. 24 (Feb. 5), 1888; died Dec. 30, 1938. Soviet state and party figure. Member of the Communist Party from 1903. Born into a family of the dvorianstvo (nobility or gentry) in Saratov.

Lomov-Oppokov graduated from the law faculty of the University of St. Petersburg in 1913. In 1905-07 he carried on party work in Saratov, St. Petersburg, and Ivanovo-Voznesensk as a member of local committees of the RSDLP. In 1908-09 he was first a member of the Moscow district committee and then a secretary of the St. Petersburg committee of the party; for a while he was affiliated with the Otzovists. He was exiled to Arkhangel’sk Province in 1910 and to Eastern Siberia in 1916. After the February Revolution of 1917 he was a member of the Moscow Oblast Bureau and the Moscow committee of the RSDLP (Bolshevik) and deputy chairman of the Moscow soviet. He was a delegate to the Sixth Congress of the Party (1917) and was elected a candidate member of the Central Committee of the RSDLP(B). During the October days of 1917 he was first in Petrograd and later a member of the Moscow military revolutionary committee. He was people’s commissar of justice in the first Council of People’s Commissars. During the discussion on the Brest Treaty of 1918 he was a “left Communist.”

In 1918-21, Lomov-Oppokov became a member of the Presidium and deputy chairman of the Supreme Council on the National Economy (VSNKh), and during 1921-23 he was a member of the Siberian bureau of the Central Committee of the RCP (Bolshevik), a member of the Siberian Revolutionary Committee, and chairman of the Siberian industrial bureau of the VSNKh. He was also a member of the Urals bureau of the Central Committee of the RCP(B) and chairman of the Urals economic council. In late 1923 he became chairman of Neftesindikat, a member of the Presidium of the VSNKh of the USSR, and a member of the Moscow committee of the RCP(B) and the Moscow soviet. Between 1926 and 1929 he was chairman of the board of Donugo’ and a member of the Political Bureau of the Central Committee of the CP (Bolshevik) of the Ukraine. In 1929 he became a member of the Presidium of the VSNKh of the USSR. From 1931 to 1933 he was deputy chairman of the Gosplan (State Planning Commission) of the USSR.

Lomov-Oppokov was a delegate to the Seventh through Twelfth and Fourteenth through Seventeenth Congresses of the Party; he was elected a candidate member of the Central Committee of the Party at the Seventh and Fourteenth Congresses, a member of the Central Committee of the ACP(B) at the Fifteenth and Sixteenth Congresses, and a member of the Commission of Soviet Control (KSK) at the Seventeenth Congress. He was a member of the Bureau of the KSK from 1934 to 1937. He was a member of all the convocations of the Central Executive Committee.
