Lebed, Dmitrii Zakharovich

Born Feb. 9 (21), 1893, in the village of Eletsko-Nikolaevka, in present-day Novomoskovsk Raion, Dnepropetrovsk Oblast; died Oct. 30,1937. Soviet state and party figure. Became a member of the Communist Party in 1909. The son of a worker.

Lebed’ was chairman of the committee of the Bolshevik organization of the Ekaterinoslav railroad after the February Revolution of 1917. He was one of the leaders of the struggle for Soviet power in Ekaterinoslav (present-day Dnepropetrovsk) in October 1917. In 1918 in Moscow, he became editor of Vlast’ Sovetov, a magazine published by the People’s Commissariat for Internal Affairs, and then became vice-chairman of the Ekaterinoslav province party committee in 1919 and vice-chairman of the province executive committee in Vladimir in September 1919. Lebed’ was secretary of the Central Committee of the Ukrainian Communist Party (Bolshevik) from October 1920, chairman of the Central Control Commission of the Ukrainian Communist Party (Bolshevik) in 1924–25, and then simultaneously deputy people’s commissar of the Workers’ and Peasants’ Inspection of the USSR and a member of the Presidium of the Central Control Commission of the ACP (Bolshevik) from 1925 to 1930. He was vice-chairman of the Council of People’s Commissars of the RSFSR from 1930 to 1936. A delegate to the Tenth through Seventeenth Congresses of the party, Lebed’ was elected a candidate member of the Central Committee of the RCP (Bolshevik) at the Eleventh and Twelfth Congresses, a member of the Central Control Commission at the Thirteenth, Fourteenth, and Fifteenth Congresses, and a member of the Central Committee of the ACP(B) at the Sixteenth and Seventeenth Congresses.
