Maltsev, Evdokim

Born July 2 (15), 1910, in the village of Lutoshkino, now in Krasnoe Raion, Lipetsk Oblast. Soviet military leader; general of the army (1973). Member of the CPSU since 1931.

Mal’tsev entered the Soviet Army in 1933. In 1935 he graduated from the Military Political School, in 1947 he completed the Higher Advanced Training Courses for Political Personnel, and in 1954 he graduated from the Military Academy of the General Staff. He began political work among the troops in 1935. During the Great Patriotic War of 1941-45 he was a division commissar on the Southern Front in 1941 and chief of the political division of the Twelfth Army in 1941-42. Between 1942 and 1945 on the Transcaucasian, North Caucasian, Leningrad, First Ukrainian, and Far Eastern fronts he was a member of the military council of the Forty-seventh, Fifty-sixth, Primor’e, Twenty-first, and Fifteenth armies. After the war he became a member of the military council and chief of the political directorate of the Turkestan Military District in 1957, the Baltic Military District in 1960, and the Carpathian Military District in 1965 and of the Soviet Group of Forces in Germany in 1967. In December 1971 he became head of the V. I. Lenin Military Political Academy. He was a deputy to the Supreme Soviet of the USSR at the fifth and eighth convocations. He has been awarded the Order of Lenin, six Orders of the Red Banner, the Order of the Patriotic War First Class, various medals, and four foreign orders.
