National Security Directive #53 National Security Directive #53A memorandum issued in 1990 by President George H.W. Bush stating that there is a presumption of approval on any application for an export license. That is, if there may be a national security reason to deny an application, the directive places the burden of proof on an objecting department or agency. This contrasts with the alternative, in which a company would be required to prove its application does not pose security risks. |
