Born Nov. 10, 1928, in the village of Szlachcyn, Poznań Województwo, Poland. Polish jurist, specializing in the theory of state and law. Doctor of juridical sciences (1962) and professor (1968). Member of the Polish United Workers’ Party since 1953.
Since 1962, Łopatka has been teaching and doing research, becoming director of the Institute of Jurisprudence of the Polish Academy of Sciences in Warsaw in 1969. He is the author of many scholarly works, including The Socialist State and Trade Unions: Studies on the Theory of the Socialist State (1962) and Introduction to Legal Science (2nd ed., 1969).
