Nepremennyi Sovet

(Permanent Council), a supreme deliberative body in Russia during the reign of Alexander I. It existed from 1801 to 1810 and consisted of 12 representatives of the titled nobility. Among its members were D. I. Troshchinskii, P. V. Zavadovskii, A. R. Vorontsov, P. Zubov, and V. Zubov; Count N. I. Saltykov served as chairman. At the beginning it considered important questions, but with the creation of formal ministries and the Committee of Ministers in 1802, the council dealt increasingly with trivial or esoteric questions. It was abolished with the establishment of the Council of State in 1810.
