Kulakov, Fedor

Born Feb. 4, 1918, in the village of Fintizh, in the present-day L’gov Raion of Kursk Oblast. Soviet statesman and party figure. Member of the CPSU (1940).

Born into a peasant family, Kulakov graduated from the Ryl’sk Agricultural Technicum in 1938. In 1957 he completed his studies at the All-Union Agricultural Institute of Correspondence Education. In 1938 he became the assistant administrator of a division of the Uritsk Beet Sovkhoz in Tambov Oblast. He was later appointed administrator of a division and agronomist of the Zemetchino Sugar Combine in Penza Oblast. In 1941, Kulakov became the first secretary of the Zemetchino raion. A committee of the Komsomol, later serving as director of the land department of the Executive Committee of the Soviet of Zemetchino Raion of Penza Oblast. Between 1943 and 1944, he was chairman of the raion executive committee and then first secretary of the Nikol’skaia Pestravka raion committee of the party. From 1944 to 1947, Kulakov served as director of the agricultural section of the Penza Oblast Committee of the ACP (Bolshevik) and as chief of the oblast administration of agriculture. In 1950 he became chairman of the executive committee of the Penza Oblast Soviet of Working People’s Deputies. In 1955, Kulakov was appointed deputy minister of agriculture of the RSFSR. In 1959 and 1960, he was minister of grain products of the RSFSR. From 1960 to 1964, Kulakov was the first secretary of the Stavropol’ Krai Committee of the CPSU. In November 1964 he became director of a department of the Central Committee of the CPSU; in September 1965, secretary of the Central Committee; and in April 1971, a member of the Politburo of the Central Committee of the CPSU. Kulakov was a delegate to the Nineteenth and the Twenty-second through Twenty-fifth party congresses. At the Twenty-second through Twenty-fifth congresses, he was elected a member of the Central Committee of the CPSU. He was Deputy of the Supreme Soviet of the USSR during its third, fourth, and sixth through ninth convocations. Kulakov has been awarded the Order of Lenin, the Order of the Red Banner of Labor, and a number of medals.
