Kulatov, Turabai

Born May 2, 1908, in the settlement of Kizil-Bulak, now in Osh Oblast, Kirghiz SSR. Soviet statesman and party leader. Member of the CPSU since 1932.

Son of a poor peasant, Kulatov graduated from the Higher Party School under the Central Committee of the CPSU in 1961. His first job was as a farmhand. In 1926 he became a railroad worker and then worked as a freight loader and a coal miner at Kizil-Kiia. Kulatov became the chairman of the ore committee at the mine in 1934, deputy chairman of the executive committee of the Kizil-Kiia city soviet in 1938, and deputy director of the Kirgizugol’ Trust.

From 1938 to 1945, Kulatov was chairman of the Council of People’s Commissars of the Kirghiz SSR. In 1945 he became chairman of the Presidium of the Supreme Soviet of the Kirghiz SSR and deputy chairman of the Presidium of the Supreme Soviet of the USSR the following year. Kulatov was elected a member of the Central Revision Commission of the CPSU at the Eighteenth through Twentieth and Twenty-second through Twenty-fourth Congresses of the CPSU. He was a deputy to the first through ninth convocations of the Supreme Soviet of the USSR. Kulatov has been awarded five Orders of Lenin, and Order of the October Revolution, two other orders, and a number of medals. [13–1731–3; updated]
