Labor Guarantees and Compensations

 

procedures and measures provided for in the laws of the USSR for securing the defense of labor rights, the interests of industrial and office workers, and stability of labor relations.

In 1970 the following principles were established as fundamental for the labor legislation of the USSR and the union republics: (1) a procedure for securing the place of work (job) of workers who are temporarily disabled and those who have been elected for duty in state organs and public organizations and also of those who are fulfilling other state and public responsibilities (including time spent for organizing the voting in elections and participating as representatives at conferences and congresses); (2) guaranteed payouts; (3) compensatory payouts, reimbursing the worker for supplementary expenses incurred by him in connection with the fulfillment of his work functions (for example, for business trips or for moves to another location of work); and (4) a procedure limiting the possibility of making withholdings from the wages of industrial and office workers.
