He taught at the Leningrad Academy of Arts and from 1929 taught at the Leningrad Institute of Civil Engineering, becoming a professor in 1939.
Working in Leningrad, Trotskii designed a number of large public buildings in the style of constructivism, including the Kirov Raion Soviet (1930–35) and the S. M. Kirov Palace of Culture (jointly with S. N. Kozak, 1930–37). His works of the 1930’s are characterized by the monumental use of the classical orders, for example, the administrative building on Moskovskii Prospekt (1937–40).
