Novikov, Vladimir Nikolaevich

Born Nov. 23 (Dec. 6), 1907, in the town of Kresttsy, now in Novgorod Oblast. Soviet statesman and party figure. Hero of Socialist Labor (1942). Member of the CPSU since 1936.

The son of a feldsher, Novikov graduated from the Leningrad Military Mechanical Engineering Institute in 1934. From 1928 to 1941 he worked in the defense industry as a technician, designer, head of a laboratory, chief production engineer, chief engineer, and plant director. He was deputy minister of armament of the USSR from 1941 to 1948. He held administrative posts in the defense industry from 1948 to 1955. Novikov was deputy minister of the defense industry of the USSR in 1954 and 1955 and first deputy minister of general machine building of the USSR from 1955 to 1957. He was chairman of the Leningrad council on the national economy in 1957 and 1958. From 1958 to 1960 he was deputy chairman of the Council of Ministers of the RSFSR and chairman of the State Planning Committee of the RSFSR. From 1960 to 1962, Novikov was deputy chairman of the Council of Ministers of the USSR, chairman of the State Planning Committee of the USSR, and a representative of the USSR on the Council for Mutual Economic Assistance (COMECON). He was a minister of the USSR from 1962 to 1965, chairman of the Supreme Council on the National Economy from March to October 1965, and deputy chairman of the Council of Ministers of the USSR from March 1965. Novikov became a member of the Central Committee of the CPSU in 1961. He was a deputy to the first and fifth through ninth convocations of the Supreme Soviet of the USSR. He has been awarded five Orders of Lenin, four other orders, and various medals.
