Nusratulla Maksum

(also Lutfullaev Nusratullo). Born July 1, 1881; died Dec. 15, 1938. Soviet government official. Member of the Communist Party from 1920.

The son of a peasant, Nusratulla Maksum was born in the kishlak (hamlet) of Chvshma-Kizi, in what is now Garm Raion, Tadzhik SSR. A worker in Kokand from 1895, he was fired in 1906 for participation in the labor movement, after which he worked as a farmhand until 1920. From 1921 to 1923, after the proclamation of the Bukhara People’s Republic, Nusratulla Maksum served as chairman of the Garm region provisions committee for the supply of the Red Army, commissioner of the Bukhara central executive committee in Eastern Bukhara, and member of the extraordinary commission of the Bukhara central executive committee on affairs of Eastern Bukhara. In 1923 and 1924 he was deputy chairman of the Garm revolutionary committee and chairman of the regional executive committee of the soviet of workers’ deputies. After the formation of the Tadzhik ASSR in October 1924, he became chairman of the Revolutionary Committee of the republic, which served as a provisional government. Chairman of the Central Executive Committee of the Tadzhik ASSR from 1926 to 1929, he was chairman of the Central Executive Committee of the Tadzhik SSR from 1929 to 1933 and one of the chairmen of the Central Executive Committee of the USSR from 1931 to 1933. In December 1933 he went to study in Moscow.

A member of the Central Committee of the Communist Party (Bolshevik) of Uzbekistan from 1926 to 1930, Nusratulla Maksum was a member of the Bureau of the Central Committee of the Communist Party (Bolshevik) of Tadzhikistan from 1930 to 1933 and a member of the Central Executive Committee of the USSR from 1927 to 1934. He was awarded two orders.
