Non-Complying Purchase

A purchase in excess of some amount above which the purchaser lacks discretionary authority. For example, the executive director of a small non-profit may have the ability to spend up to $1,000 of the organization's money at will, but must go to the board of directors for larger purchases. If the executive director buys a $2,300 computer network, he/she has made a non-complying purchase.
