UK legislation essentially makes it illegal to produce a controlled drug, to supply a controlled drug, to possess a controlled drug, or to possess with intent to supply. It is, for example, an offence to cultivate any plant of the genus cannabis. The law extends to make it an offence if an occupier knowingly permits or suffers drug-related activities such as the supply or the smoking of cannabis. The police have extended powers under the legislation and may search and detain a person if they have reasonable grounds to suspect a person is in possession of a controlled drug. The particular classification of the drug under the Act is important. It is an offence to use heroin whereas it is not an offence to use, as opposed to possess, cannabis.
