Liubovich, Artemii Moiseevich

Born Oct. 17 (29), 1880; died June 28, 1938. Participant in the revolutionary movement in Russia; Soviet statesman. Member of the Communist Party from 1907. Born in Zhitomir; son of a construction foreman.

Liubovich worked as a telegrapher. He engaged in party work in Kiev and Berdichev. In 1914 he was drafted into the army. He became a member of the Kronstadt Committee of the RSDLP (Bolshevik) in 1917. He was a delegate to the Seventh (April) All-Russian Party Conference and the Sixth Congress of the RSDLP(B) and chairman of the first unified Kronstadt soviet. He was a delegate to the first All-Russian Congress of Soviets. During the October days of 1917 he was commissar of the Keksgol’m Regiment in Petrograd. After the October Revolution of 1917 he was editor of the Izvestiia Kronshtadtskogo soveta. In 1918-19 he was chairman of the Central Committee of the Union of Postal and Telegraph Workers and chief of communications in the army. From 1919 to 1934 he was deputy people’s commissar of the postal service and telegraph. He was deputy people’s commissar of communications of the USSR in 1934-35. From 1935 to 1937 he was chairman of the Gosplan (State Planning Commission) and deputy chairman of the Council of People’s Commissars of the Byelorussian SSR. He was a delegate to the Seventh, Tenth and Fifteenth Congresses of the Party.
