outline business case
(1) A formal business case (written in capital letters) in the UK which set out in detail, the scope, costs, affordability, risks, procurement route and timetable of a project such that it could be approved by the local authority to the satisfaction of Department for Education and Skills (2001–2007) and the Project Review Group (if private finance initiative is included), and for advancing to the procurement stages of the project. The OBC was written using guidance provided by Partnership for Schools.(2) A detailed document (written in lower case) providing enough information to enable a bid for capital investment. An OBC contains detailed planning assumptions and revenue and capital costings.
