McCloy, John (Jay)

(1895–1989) lawyer, government official; born in Philadelphia, Pa. A corporate lawyer and presidential adviser, he served as assistant secretary of war (1941–45). President of the World Bank (1947–49) and U.S. high commissioner of Germany (1949–50), he provided loans and oversaw Germany's return to statehood. After serving as chairman of the Chase Bank (1953–60), he became principal negotiator on the president's Disarmament Committee (1961–74).
