Polianskii, Dmitrii Stepanovich

 

Born Oct. 25 (Nov. 11), 1917, in Slavianoserbsk, now in Voroshilovgrad Oblast, Ukrainian SSR. Soviet government and party figure. Member of the CPSU since 1939.

The son of a peasant, Polianskii joined the Komsomol in 1930 and began working in a sovkhoz in 1932. He graduated from the Kharkov Agricultural Institute in 1939 and from the Higher Party School of the Central Committee of the ACP(B) in 1942. In 1939 and 1940 he was section chief for peasant youth in the Kharkov Oblast Committee of the Ukrainian Komsomol. In 1940 he served in the Soviet Army.

Beginning in 1942, Polianskii was engaged in party work in Altai Krai as political section chief of the Khoroshenskaia Machine Tractor Station and first secretary of the Karasuk raion committee of the party. From 1945 to 1949 he was executive organizer of the Personnel Board of the Central Committee of the ACP(B) and later inspector for the Central Committee.

From 1949 to 1952, Polianskii was second secretary of the Crimean Oblast Committee of the party, and in 1952 and 1953 chairman of the Crimean Oblast Executive Committee; from 1953 to 1955 he was first secretary of the Crimean Oblast Committee of the party. From 1955 to 1957 he was first secretary of the Orenburg Oblast Committee of the CPSU. In 1957 and 1958 he was first secretary of the Krasnodar Krai Committee of the CPSU. Between 1958 and 1962, Polianskii was chairman of the Council of Ministers of the RSFSR. From 1962 to 1965 he was deputy chairman of the Council of Ministers of the USSR, and from 1965 to 1973 first deputy chairman of the Council of Ministers of the USSR. From February 1973 to 1976 he was minister of agriculture of the USSR. Since 1976 he has been ambassador extraordinary and plenipotentiary of the USSR to Japan.

Polianskii was a delegate to the Nineteenth through Twenty-fifth Congresses of the CPSU. At the Twentieth and the Twenty-second through Twenty-fifth Congresses he was elected a member of the Central Committee of the CPSU. From 1958 to 1960, Polianskii was a candidate member of the Presidium of the Central Committee, and between 1960 and 1966 a member of the Presidium of the Central Committee of the CPSU. From 1966 to 1976 he was a member of the Politburo of the Central Committee of the CPSU. Polianskii was a deputy to the fourth through ninth convocations of the Supreme Soviet of the USSR.
