Promyslov, Vladimir Fedorovich

Born July 15 (28), 1908, in the village of Kabuzhskoe, now in Stupino Raion, Moscow Oblast. Soviet government and party figure. Member of the CPSU since 1928.

The son of a peasant, Promyslov graduated from the technicum attached to the Moscow Civil Engineering Institute in 1934. He was a correspondence student at this institute, graduating in 1956, and in 1958 becoming a docent there. From 1930 to 1933 he was engaged in trade-union work. Between 1933 and 1938 he supervised work at various construction projects and also headed a department in the Central Administration for the Construction and Installation of Hydroelectric Power Plants in the Central Zone and the South. Promyslov held leading posts in the People’s Commissariat for Heavy Machinery from 1939 to 1941, in the Ministry of the Tank Industry from 1941 to 1944, and in the Central Administration for War Industry Construction of the Council of People’s Commissars of the USSR in 1944 and 1945. In 1938 and 1939 and from 1946 to 1949 he worked in the administration of the Moscow City Committee of the CP(B). He was deputy chairman of the Moscow City Executive Committee from 1949 to 1951 and in 1953 and 1954.

From 1951 to 1953, Promyslov was deputy minister of higher education in the USSR, and in 1954 and 1955 secretary of the Moscow City Committee of the CPSU. From 1955 to 1959 he was first deputy chairman of the Moscow City Executive Committee and director of the Central Administration for Residential and Civil Construction in the city of Moscow. Promyslov was chairman of the State Committee for Construction of the Council of Ministers of the RSFSR from 1959 to 1963. In 1963 he served as deputy chairman of the Council of Ministers of the RSFSR and as minister of construction for the RSFSR. In that year he also became chairman of the Moscow City Executive Committee. From 1956 to 1966 he was a member of the Central Auditing Commission of the CPSU, and since 1966 he has been a member of the Central Committee of the CPSU.

Promyslov was a deputy to the sixth through ninth convocations of the Supreme Soviet of the USSR. He has been awarded three Orders of Lenin, three other orders, and various medals.
