Vladimir Ptukha

Ptukha, Vladimir Vasil’evich

Born Mar. 25 (Apr. 6), 1894, in the city of Oster, now in Kozelets Raion, Chernigov Oblast; died Apr. 25,1938. Soviet party official. Member of the Communist Party from April 1917. Son of an office worker.

Ptukha studied at the Petrograd Mining Institute from 1912 to 1917 and participated in the revolutionary movement. In 1917–18 in Oster he was a member and then chairman of the soviet and a member of the committee of the RSDLP (Bolshevik) and of the revolutionary committee. He was military commissar of a partisan detachment and then of the 1st Cavalry Regiment of the Red Army in the Ukraine in 1918–19. From 1919 to 1923, Ptukha was secretary of the Oster district committee of the CP (Bolshevik) of the Ukraine, vice-chairman of the Chernigov provincial executive committee, and head of a department of a provincial committee of the CP(B) of the Ukraine. He was an instructor of the Central Committee of the CP(B) of the Ukraine in 1923–24 and of the Central Committee of the ACP (Bolshevik) from 1924. Ptukha served from 1927 to 1935 as first secretary of the Stalingrad provincial committee and of the Lower Volga and Stalingrad Krai committees of the ACP(B). In 1935 he became second secretary of the Far East Krai Committee of the party.

Ptukha was a delegate to the Fifteenth through Seventeenth Congresses of the ACP(B) and was elected a candidate member of the Central Committee at the Sixteenth and Seventeenth Congresses.
