Ritchie, Albert Ritchie, Albert (Cabell)(1876–1936) governor; born in Richmond, Va. A successful Baltimore lawyer, as assistant counsel to the Public Service Commission (1910–15) he won utility rate reductions, becoming Maryland's attorney general (1915–19). As Democratic governor (1919–34), he improved health and education services in the state while reducing taxes. He campaigned against national prohibition laws. |
