Terek-Dagestan Government

 

a counterrevolutionary government in the Northern Caucasus. The Terek-Dagestan government was formed Dec. 1 (14), 1917, in Vladikavkaz by the Central Committee of the Union of United Mountaineers, the military government of the Terek Cossack Host, and the leaders of the Union of Cities of Terek and Dagestan Oblasts. It was headed by the cossack hetman M. A. Karaulov, the Kumyk prince R. Kaplanov, the Chechen oil industrialist T. Chermoev, and the former tsarist official V. Dzhabagiev, an Ingush by nationality. The government had no real power. After the declaration of the Terek Soviet Republic in March 1918 it collapsed and its members fled to Georgia.
