Mal’tsev, Terentii Semenovich

 

Born Oct. 29 (Nov. 10), 1895, in the village of Mal’tsevo, in present-day Shadrinsk Raion, Kurgan Oblast. Kolkhoz innovator, Hero of Socialist Labor (1955), honorary academician of the V. I. Lenin All-Union Academy of Agricultural Sciences (1956). Became a member of the CPSU in 1939. The son of a poor peasant.

In 1930, Mal’tsev became a crop specialist for the Zavety Lenina Kolkhoz in Shadrinsk Raion, Kurgan Oblast. He subsequently became director of the testing station organized in 1950 at the kolkhoz. He developed a new system of soil tillage that used deep plowing without a moldboard combined with shallow tillage and optimal planting times (developed for the chernozem soils of the Transural region). In 1954, Mal’tsev was awarded the I. V. Michurin Great Gold Medal for development of the system, which the Zavety Lenina Kolkhoz introduced in 1951. The system is used on about 1.5 million hectares in Kurgan Oblast and ensures a gain in yield of 1.7-3.5 quintals per hectare (1972).

Mal’tsev was a delegate to the Second All-Union Congress of Kolkhoz Shock Workers (1935) and the Third All-Union Congress of Kolkhoz Members (1969). He was also a delegate to the Twenty-first through Twenty-fourth Congresses of the CPSU, a deputy to the second through fifth convocations of the Supreme Soviet of the USSR, and a deputy to the sixth and seventh convocations of the Supreme Soviet of the RSFSR. In 1946 he received the State Prize of the USSR. He has been awarded three Orders of Lenin and two other orders.
