Rangel, Charles (Bernard)

(1930– ) U.S. representative; born in New York City. He served as legal counsel to state and federal agencies and then as state assemblyman (Dem.; 1966–70) from Harlem. One of the more outspoken African-American politicians, he went to Congress in 1971 and eventually chaired the Select Committee on Narcotics Abuse and Control.
