(instruction), in the USSR, a government act issued in the legally established manner by the Council of Ministers of the USSR, the councils of ministers of the Union and autonomous republics, and the executive committees of local soviets of people’s deputies within their competence to resolve concrete issues. As a rule an instruction is an act that applies the law, but sometimes it creates law—for example, the instruction on winter standards for fuel use by motor vehicle transport that is issued every year by the executive committees of oblast soviets of people’s deputies.
