All important questions of state administration, war and peace, justice (the form of a trial), and taxes—among others—were regulated by senatus consulta. In France, during the consulate and First and Second empires, an act that amended or supplemented the constitution was called a senatus consultum. In theory, the senatus consultum originated in the Senate; in fact, however, it was decreed by the consul or emperor. Thus, Napoleon was made consul for life by the senatus consultum of Aug. 4, 1802, and the empire was established by the senatus consultum of May 18, 1804.
