Rowe, Leo Stanton Rowe, Leo Stanton(1871–1946) diplomat; born in McGregor, Iowa. He taught political science and international law at the University of Pennsylvania (1896–1917). He became interested in Latin America and served on numerous committees and delegations (1907–17). He was assistant secretary of the treasury (1917–19) and director-general of the Pan American Union (1920–46). He promoted the "good-neighbor" policy toward Latin America. |
