Staats, Elmer B. (Boyd)

(1914– ) government official, foundation executive; born in Richfield, Kans. He ended his tenure (1939–53, 1958–66) at the U.S. Bureau of the Budget as deputy director. As U.S. Comptroller General (1966–81), he introduced modern management techniques, including data processing, to government. He later became president of the Harry S. Truman Scholarship Foundation (1984).
