a committee whose function is to recommend levels of PAY for ‘top people’ (for example judges) and other groups of public sector PROFESSIONALS (for example hospital doctors and nurses) where it is believed by government that COLLECTIVE BARGAINING is an inappropriate method of pay determination. The acceptance of the pay review system by these occupational groups is premised on the assumption that the awards of these bodies will be honoured and financed by government (as the ultimate paymaster).
