Stagnant Overpopulation
a category of relative overpopulation whose main component is workers who work in their homes for capitalists. These people are fully employed only at certain seasons and are unemployed the rest of the year. The lower stratum of stagnant overpopulation consists of the paupers, that is, poor people who have been forced out of the production process and who have no chance of ever returning to it.
