Rumiantsev, Sergei Petrovich

Born Mar. 17 (28), 1755, in the village of Striapkovo, in what is now Iur’ev-Pol’skii Raion, Vladimir Oblast; died Jan. 24 (Feb. 5), 1838, in Moscow. Russian statesman and diplomat; count. Son of P. A. Rumiantsev-Zadunaiskii and brother of N. P. Rumiantsev.

Rumiantsev was Russian envoy to Prussia from 1786 to 1788 and ambassador to Sweden in 1793 and 1794. In 1796 and 1797 he was a member of the Collegium of Foreign Affairs, and from 1797 to 1799 minister of appanages. In 1802 and from 1805 to 1838 he was a member of the State Council. He was the initiator of the Free Cultivators Law of 1803. In 1810, Rumiantsev became an honorary member of the Academy of Sciences.
