Sulimov, Daniil Egorovich

 

Born Dec. 22, 1890, in the settlement of the Min’iar Metallurgical Plant (now the city of Min’iar); died Nov. 27, 1937. Soviet state and party figure. Member of the Communist Party from 1905.

The son of a worker, Sulimov himself became a worker in 1905; subsequently he was employed as a clerk. In 1907 he joined the Min’iar committee of the RSDLP. In the ensuing years, he was repeatedly arrested. In 1915 he was conscripted into the army, where he conducted a revolutionary drive among the soldiers in Ufa and Glazov. After the February Revolution of 1917, he was a member of the Glazov committee of the RSDLP(B) and deputy chairman of the garrison soldiers’ soviet. During the days of the October Revolution of 1917, he was in Min’iar; he served as a delegate to the Second All-Russian Congress of Soviets.

In 1918–19, Sulimov was a member of the administrative board of the mining and metallurgical section of the Supreme Council on the National Economy. He was also a member of the presidium of the oblast industrial plant administration in the Urals and a member of the Samara provincial sovnarkhoz (council of the economy). In addition, he served as assistant to the chief of the political section of the Fifth Army and was chairman of the Cheliabinsk provincial committee of the RCP(B) and the provincial sovnarkhoz and a member of the provincial revolutionary committee. Between 1920 and 1922 he was chairman of the industrial plant administration in the Southern Urals and a member of the Ufa provincial executive committee and of the provincial committee of the party. He also served as chairman of the Urals Industrial Bureau and was a member of the Urals Bureau of the All-Union Central Council of Trade Unions and of the Urals Bureau of the Central Committee of the RCP(B). From 1923 to 1925 he was chairman of the Urals Economic Conference and chairman of the Urals oblast executive committee. In 1926 he was secretary of the Urals oblast committee of the ACP(B), and in 1927 he became first deputy people’s commissar of railroads of the USSR. From 1930 to 1937 he was chairman of the Council of People’s Commissars of the RSDLP.

At the Tenth and Eleventh Party Congresses, Sulimov was elected a candidate member of the Central Committee of the ACP(B), and at the Twelfth to Seventeenth Congresses, a member of the Central Committee. From 1927 to 1930 he was a member of the Orgburo (Organizational Bureau) of the Central Committee of the ACP(B). Sulimov was also a member of the All-Russian Central Executive Committee and the Central Executive Committee of the USSR.
