Baishev, Saktagan Baishevich

 

Born Sept. 18 (Oct. 1), 1909, in Baiganin Raion of Aktiubinsk Oblast. Soviet economist and historian, an academician since 1956, and since 1967 a member of the Presidium of the Academy of Sciences of the Kazakh SSR. Member of the CPSU since 1931.

Baishev graduated from the Marxism-Leninism Institute in Alma-Ata in 1937. Since 1946 he has been engaged in scholarly work. He was director of the Kazakh branch of the Marxism-Leninism Institute of the Central Committee of the CPSU—the Institute for the History of the Communist Party of Kazakhstan—from 1946 to 1956 and subsequently was the director of the Institute of Economics of the Kazakh SSR Academy of Sciences until 1968. A primary concern of Baishev’s scholarly activity has been questions of economics and history of the national economy of Kazakhstan. He has translated the works of K. Marx, F. Engels, and V. I. Lenin into the Kazakh language. Several major monographs have been produced under Baishev’s editorship, such as The History of the Kazakh SSR (1964), 3rd ed., vol. 2, 1967, in the Kazakh language), Essays in the History of the Communist Party of Kazakhstan (1963), and The Material-Technical Base of Communism and Its Economic Problems in Kazakhstan (1966). Since 1938 he has been a member of the Central Committee of the CP of Kazakhstan and a deputy to the first through sixth convocations of the Supreme Soviet of the Kazakh SSR. He has been awarded four orders as well as medals.
