Russo-Chinese Declaration of 1913
a declaration signed in Peking on October 23 (November 5) following negotiations between the governments of Russia and China. The negotiations were an outgrowth of the protocol Russia had signed with the ruler of Outer Mongolia in 1912. With the 1913 declaration, China acknowledged Mongolian autonomy and was obliged to refrain from interference in Mongolia’s internal affairs.
