 PEPFARPresident's Emergency Plan for AIDS Relief. A foreign aid program instituted in the 2000s by the U.S. government to help counteract HIV/AIDS. The goal was to provide 2 million persons with HIV treatment, stop 7 million infections and support treatment for 10 million other people.
